Who was Queen Beruthiel (who was mentioned by Aragorn during the journey through Moria)?

She is mentioned in Book II, Ch 4 "A Journey in the Dark"

There is a note in UT with more details, but it is looong and I'm too lazy to quote it here.

According to Foster's "Complete Guide to Middle-Earth", Beruthiel was"Queen whose cats were proverbial for their ability to find their way home".

She had eight black cats and one white one who spied on the people of Gondor, and the white cat spied on the black ones. I think. I could be wrong though.
