One thing in this discussion is certain. In the chapter on Aule and Yavanna in the Silmarillion, the creation of the Ents is foreshadowed, they are a creation (i.e. Fangorn is the first Ent, but we know there was a time of his genesis after the birth of the elves), we know of nowhere that Bombadil comes from, but it is certain that he ultimately comes from Eru. I think it is safe to say that Tom was in existance before the creation of Arda, and was involved in that. Tom's power is beyond that of Fangorn, he is eldest.
