you are usually chosen by admins who think that you are suitable for it and its is usuallly after the movies come out because that is when it is busiest

 Basically, after you have sent all the admins checks for $50, we pick whomever we please when we have a dearth in staff. Like maybe when several of us are away at one time and/or several staff ppl leave. Not after movies come out........ we pick members to be moderators whenever we need them (like I said above). We may around ROTK, or we may not. Usually that poster (who is picked) has to have been around for at least several months and have a healthy post count, helps ppl out, is on a lot, etc.
