Can you give any hints, Artanis? We seem to be stalling out here... I assume it's from UT, but can you help out a little more? It reminds me somewhat of Aredhel, but I don't think that's right, and I don't even remember if that story is in UT.

No, it's not Ecthelion.
I'll go ahead and say who it is, because it's not completely clear who it is in the book - it's Tuor, to the best of my figuring-out. It's at the end of the "Of Tuor and his coming to Gondolin". Voronwë and Tuor have been led thru the gates leading to Gondolin, and are now standing before Ecthelion, who says, "You have come to the Last Gate. Know then that no stranger who passes it shall ever go out again, save by the door of death." Then it goes immediately into the next paragraph, "Speak not ill-boding! If the messenger of the Lord of Waters go by that door, then all those who dwell here will follow him. Lord of the Fountain, hinder not the messenger of the Lord of Waters!" Then it says, "Then Voronwë and all those who stood near looked again in wonder at Tuor, marvelling at his words and voice." So I think it's Tuor, don't you? It can't still be Ecthelion speaking, since the speaker is addressing the Lord of the Fountain, who is Ecthelion. Artanis, it's your go, since you got the last correct part of the quote. I won't pick such a confusing one next time!
