Is it Hugo Weaving? (though it is improbable, he only wore a sword once in the trilogy, but its a guess. he was a villan outside of the trilogy and he was surrounded by Elves in most all of his scenes.)

Here's another clue since we've been at it a while (sorry, I picked a too hard one I guess): He was the villan in a James Bond movie.
