Yup! He was of course talking about the Ring, and the next sentence would have been "Gandalf can't trust himself to resist its power, but he feels that a hobbit could do it, which is really the beauty of it" or something along those lines.

Here's the clue: The actor has played a villan (but not in LotR).

Is it Hugo Weaving? (though it is improbable, he only wore a sword once in the trilogy, but its a guess. he was a villan outside of the trilogy and he was surrounded by Elves in most all of his scenes.)

I would have said Christpher Lee as he plays a villian in most of his films. But hes neither around elves or has a sword by his side at any time so no lol..

The clue is about the actor in other movies, not in relation to what the actor says in his quote. Here's another clue since we've been at it a while (sorry, I picked a too hard one I guess):
He was the villan in a James Bond movie.
