'And you, Ring-bearer,' she said, turning to Frodo. 'I come to you last who are not last in my thoughts. For you I have prepared this.' She held up a small crystal phial: it glittered as she moved it, and rays of white light sprang from her hand. "In this phial,' she said, 'is caught the light of Earendil's star, set amid the waters of my fountain. It will shine still brighter when night is about you. May it be alight to you in dark places, when all other lights go out. Remember Galadriel and her Mirror!'
- Galadriel to Frodo
I believe 'Earendil's star' refers to the third Silmaril that was saved by the Mariner and his wife. The other two were lost.

I don't know what the Phial was made out of, but it wasn't a Silmaril. It was filled with the light of the Evening Star, however.

I seem to remember that Earendil recovered a Silmaril. If he did than when Galadriel says, "The light of Earendil" could she mean the light of the Silmaril that Earendil recovered?

Yes. The myths of Middle-earth said that the Evening Star (which we call Venus) was actually the Silmaril that Beren stole, fastened to the prow of Eärendil's ship, who sails the Heavens on "an errand that would never rest", to be "the Flammifer of Westernesse" as Bilbo put it in his poem in Rivendell. The star itself is thus called Eärendil. The light inside the Phial is thus derived, in one way or another, from the Holy Light of the Silmarilli, from the unsullied Light of the Two Trees.

No. The light of the Silmaril is caught in it, but it is not a physical Silmaril. Sorry if that doesn't make any sense...

The phial was probably made of crystal, glass or glass-like substance. It contained the water of Galadriel's fountain which was used as a medium to contain the light of Eärendil's star.

I don't think it was made from a silmaril. But I'm not so sure.

The Phial was a crystal containing the Light of Earendil caught in the water of the fountian that filled the Mirror of Galadriel. The Light of Earendil came from the Silmaril that was bound to his brow when he was placed in the sky as a star.
