(BTW, I've been told by a reliable source that there drivers don't have to pay road tolls on the way into New Jersey, but they have to pay them in order to get out! IMO they probably generate a lot of revenue that way because they can charge any amount and drivers would willingly pay!!!)

No - it's because NJ manages the entrances. You can easily get into and out of NJ numerous ways without paying a toll.
