Could one say that the destroyers shown at the end of ep II have not yet reahed their prime technologywise?

lucus probably just wanted them looking slightly different so people can see these arn't the Star Destroyers from the EVIL galactic empire seen in the OT but these are deffinetly the ships that the Star destroyers were based on. otherwise he'd of just had star destroyers. because the republic wouldn't of called them star destroyers because that sounds evil.
