I would say, as an expert on the subject, that George the orc ( I happened to catch his name as his fellow orcs were chanting "George, George, George!!...") wayed his chances very carefully and figured if he threw it any of the following could happen:

1) He would miss
2)Legolas would shoot the torch right out of the air
3)He wouldn't look like a out of place Olympic runner
4)The air would blow the torch out
5)OR, that Nilore would start a thread about why he didn't just run with the torch instead of throwing it.
