Like the Gimli question, this also occurred at the Council of Elrond. At Frodo's place, he translated it into the Common Speech. At the Council, he spoke it aloud in the Black Speech and the entire place grew dark and ominous while he was speaking, and Elrond acted like it gave him a migraine.
