Well, this is stretching "fantasy", but Monica Hughes is by far the best Canadian author of youth sci-fi, which often lay in the fantastical realm.

Charles DeLint!!!!!! He is a wonderful author who deals with urban fantasy mostly. He is truly wonderful, and I highly recommend his novels and his short stories.
