Burglars and Thieves and UT

This is as much a cry for help regarding the Unfinished Tales as it does the Hobbit, but here goes.

In the first chapter of The Hobbit, Unexpected Party, Gandalf defends his choice of Bilbo as the 14th member of the group and there is much discussion of Bilbo as burglar and what not.

In the UT, around page 330 or so is a story of Gandalf's meeting with Balin discussing how the dwarves are to find Bilbo and why Gandalf has chosen him. My UT is missing now that I need it, and my library's copy was reported lost/stolen just 2 weeks ago. I'm hoping to find a bookstore tomorrow, but in case I don't, would some kind soul who has UT to hand:

1) is there an introduction by CT, and if so, what does it say? I believe the origin of this story was to fulfill a role in Appendix A of LoTR but was not included in the end....does CT state why?

2) would someone remind me of the details toward the end of the passage?
