Monologues? No, but she does have a couple of great scenes. One is with Aragorn, one is when she faces the Witch King and then one with Faramir at the House of Healing. They have what I think is a lovely duet called "Before Today". She also sings in the quartet in "Is There" which is one of my favorite songs from the score.

Yes she has a major role. It is one of my major points of disagreement with PJ. I think Eowyn is the more natural choice rather than Arwen if you are going to focus on a female character in LotR. IMHO.
