Going by the language in this chapter, she appears to come from the same stock as the balrogs originally did, yes.

I wondered before whether the pre-corruption balrogs as spirits of fire had been servants of Aulë due to the fire/smithy connection. But for Arien this did not seem the case, she tended to the gardens of Vána so maybe the other spirits of fire that became the balrogs could have come from other domains as well.
