He forgot to let the elven smiths repair Frodo's sword. So he gave Sting to Frodo as replacement.

Oh man! You are GOOD Earniel! That's it!

Gwaimir, I love looking in the book! You pick up so much, and see the wonderful dialog! I like to post a bit of extra info gleaned from the book with my answers, this way, a trivia game can help people learn, with the book having so much more cool stuff than the movie, and some members here might not have read the book yet. Go ahead, crack that book!
