anduin, I think it seems similar, but I believe "Changing Rooms" is just where a crew goes in and surprises someone by changing up their house or something, not the neighbors though. I gotta admit I've only breezed through it on BBC America trying to find out if Keeping Up Appearances or Father Ted is on....
You folks might also like "Ground Force," a show where a husband or wife gets the sig other out of the house for a weekend and three gardeners/landscapers come in and revamp the yard. Pretty neat show.
