'A shining gem from evening lands' makes me think of Earendil. Does it have anything to do with Earendil, the evening star, Galadriel's ring, the phial of Galadriel?

All your gem answers are wrong. In this case, "gem" is a comparison, it doesn't mean an actual jewel, it means that the answer to this riddle is like to a jewel. The riddle has hidden subtlties, I'll explain them if someone guesses it.

Yes! "Evening" in the riddle refers to the West, where the sun sets. "at close of day" refers to the twilight of the Elves.
