And since he's still using 'Fäerie', I'm going to guess it's from BoLT 2?

BoLT I? It must be one of the early ones, because 'Fäerie' gets dropped pretty quickly...

As for who said it...er...one of the kings of Númenor, probably, but I'm bad with them.
