Eruviel Greenleaf: elen sila lumenn omentielvo is indeed in Quenya. It means "A star shines on the hour of our meeting," and is a respectful way to greet someone. I think to actaully say "A star doesn't shine on the hour of our meeting" would be something like Elen sila la lumenn' omentielvo . . . aw heck, I'm only on lesson 5 of the Ardalambion Quenya course, I can't alter it properly. The translation of the original phrase is from FotR.
