More likely is that people are otherwise occupied with life (vacation, work, etc.) away from Entmoot.

One interesting question for me (although it is not directly tied into this chapter) is how the Dursley's can treat Dudley so poorly. They are simply spoiling him rotten and are not preparing him to deal effectivley with other people and the world around him.

In this respect, they are doing a valuable service to Harry. They force Harry to deal with unfair situations from when he was very young. Harry has learned that life is unfair and that you need to do what is necessary to make adjustments.

yeah, and knowing her and her little clues, that's probally going to be the critical point in the series, that her (patunia's) home is clean and spotless.

Harry: Ohh, it was so lucky that you just wiped the floor before Voldy came, and that he slipped up and cracked his head open, and died instantly.

Nah....Harry opens the locket (or some other last Horcrux) unexpectedly in the Dursley kitchen, barely manages to defeat Voldy....but this last little bit of evil plasma remains, ready to grow more future hate...but Petunia (with her rubber gloves on) nonchalantly runs it down the garbage disposal and kills the last evil cells with bleach spray.....

Not to do with kitchen cleaness, but:

(Voldy enters the Dursley's house)
V: Harry, i'm going to KILL YOU SOON!
(Dudley spots Voldy)
D: Do you want a fight?
V: Errr, no. i'm actually here....
D: You do. Great!
(D headbutts V in the stomach, smashing him into the fireplace, and leaving him winded. D then jumps onto his balls repeatedly, and then starts to punch V's face in. Just then, Harry enters, and sees what's happening. He then tells Dudley to get off him, and then...)
V: Kill me....
H: Sure. If to tell me where the remaining Horcruxes are, and how to destroy them.
V: Ok. Anything....to be rid....of this....pain.
(He does so).
H: Thanks. And if i hear anymore deaths to do with you, i'll set my cousin on you again.
(V nods as he walks out the door).
H: Wow! i just saved myself half a book or more. This is going to be easier then i thought.
