Speculating is great fun, if it can be supported by the known "facts". We simply treat Tolkien's fictional works as if they were real historical sources - incomplete and contradictory, short of full truth or biased. Tolkien himself LOVED to look at his Legendarium from this POV.

I think what the Nazgul is politely saying is this: History is written by the victors, and the only texts we have access to are the distorted propaganda of those filthy Elven cronies the Tarks and halflings.
