Well, probably the biggest reason for it is that MGM owns the rights, and are apperantly wanting to hold on to them. They saw how NewLine pulled itself out of the blackhole with the LotR films...

I don't see the movie happening. There's the tangle of trying to buy the rights off of MGM. As others have said, MGM is stingy with the rights. Then Both Ian Holm and Ian McKellen are already old. Holm is too old to play a young Bilbo. They will be even older by the time they pull it off if they do.
