As bills (issues) come up - you have to pass them.

The only way to change your country is through the laws you pass. The initial government is determined by the way you answered your questions up front. Jonathan isn't at all happy with his country.

Make sure you have two issues per day - that will bring abotu quicker change. It will probably take a day (midnight) for the system to calculate the changes - so you won't see them immediatedly.
