any ideas

It may have been built by Moria Dwarves for trade in Beleriand.
Or, it may have been expanded from trails worn by Elves migrating westward. Or it may have been built by Men migrating westward. Or it may have been built by the Dunedain for defence of the North Kingdom. Perhaps it was magically created by the Istari so they could get deep into Middle-Earth quickly. Did I leave anybody out? |

There are two stipulated origins for the road. One tradition says the Dwarves made it and the other tradition says the Dunedain of Arnor made it. The road ran from the Ered Luin all the way to the Orocarni (or wherever the easternmost Dwarf-realms were). Unfinished Tales says that the Men-i-Naugrim ran from the High Pass down to the Old Ford (which had once been crossed by a stone bridge), through the Forest (the Old Forest Road of The Hobbit), and then it turned northeast after it emerged from the eastern side of the Forest. It ran up to the Iron Hills and then turned east.

Somewhere in HoME it indicates that it was the "Great Dwarf Road", and went all the way to the Iron Hills.

I don't know about the dwarves but my first thought was the Numenoreans. Sort of like what the Romans did in Europe.

It was built by the Dwarves so that they would have quicker access routes between their mansions(cities) and their mines.
