Three rings

what happens to the elves , concerning the three rings, after the one ring is destroyed, Elrond says

They failed just like the quote said. The now useless rings went over the sea with their bearers (Elrond, Galadriel, and Gandalf) and the realms of Rivendell and Lorien passed into dust. Men took over where the Elves left off.

ok so that counts for the the three will fail part but what about the fair things that will be forgotten and fade

So, how come Galadriel's "flashbulb effect" still works as she passes on to Redhorn in "Many Partings"? They are diminished, or maybe the power is just running out slowly. (all flash and no real power)

fair things forgotten and fade be to do with the elves leaving middle-earth and not the rings failing???

Cirdan, it may just have been the Sun reflecting off the ring (which was made of the mythical adamant and mithril, which may be shinier than a stone's/metal's wont).

If it was the sun it could have been a shield or helm. Frodo knew the distinctive appearance of the radience of Galadriel's ring. It doesn't seem ambivalent since a ring-bearer would know instinctively. It doesn't mean that the power hadn't faded a great deal, either.

I think the most poignant answer comes from the Appendices when, after Aragorn has died, Arwen goes to Cerin Amroth and lies down to die:

This refers to Galadriel's ring's power to preserve things, such that the mallorn leaves stayed on the tree throughout the winter until the new growth came in spring.

This is what I've always thought of as being the things that were lost.
